Allow clients to edit submitted requests/titles/comments

Let clients edit their own submitted requests after submission — at minimum the request title (gated by a permission), and ideally also the project description and previously submitted comments (instead of having to delete and re-post).

    Hi all — good news, this is mostly resolved.

    • Editing submitted requests is now available — give clients the appropriate permission under Settings → Modules → Users.
    • Comment editing isn't supported, but clients can now remove their own comments.

    Marking this complete. Please file a follow-up if there's a specific edit case we didn't cover.
