Allow Clients to Edit and Clone Existing Requests

Add a permission setting that allows clients to edit the title of existing requests. Additionally, provide an option for clients to clone requests, enabling them to duplicate and modify requests when they have similar needs with only a few changes. This would improve efficiency and reduce repetitive work for clients.
