Prevent Clients from Commenting on Completed/Closed Requests

Introduce a setting that, when enabled, prevents clients from adding new comments to completed/closed requests. Instead, they should see a non-blocking message explaining that the request is finished and inviting them to create a new request. Admins/teams should still be able to comment normally.
