Make "Mark As Completed" need approval from agency

When client clicks the “mark as completed” button on a request, prompt agency fpor approval and prompt for final time tracking additions.
Bonus - remove this button for clients option.
Bonus 2 - Change wording of button to anything else or create custom approval/closure flows.
