Transfer or Duplicate Requests Across Clients

Allow users to transfer an existing request from one client to another within the portal.

This would help when projects initially start under an internal client and later move to an external client, or when teams need to duplicate requests across clients for common project templates.

The feature should let users either move the request fully or create a copy under a different client, saving time from manually recreating project cards.
