@tag people in comments (internal & external) for direct notifications

Feature Request

Allow @tagging specific users in comments — both client-facing and internal — so they receive a direct notification, without needing to be assigned to the task. Especially useful for internal-team comments where managers want to be looped in without being assigned to every task.
