Estimate/Quote module (custom request quotes + invoice on completion)

Add an Estimate/Quote workflow: clients submit a custom request that needs pricing; the agency creates an estimate; the client approves/declines; and the agency can invoice on completion of the request rather than upfront. The natural pre-quote → post-completion-invoice flow.
