Better file management: bulk uploads, download-all, organized attachments

Improve file management across requests. Asks: upload folders (multi-file) at once; download all attachments from a comment in one click; download all files from a client's Request folder (currently broken / one-by-one); and an organized filing system of attachments (folders, subfolders, dates, file info) for version control.
