Display Warning Message for Clients with Negative Hours Balance

Add a prominent red warning message for clients whose hours balance has gone negative.

This should appear in:

• The client dashboard

• The request submission form

The warning will alert clients that they’re out of hours before they attempt to submit more work. This helps manage expectations and encourages clients to top-up or upgrade.

This feature should be optional and configurable via settings so agencies can enable or disable it based on their preference.
