Let client users delete their own requests from the client portal. Add basic safeguards: limit deletion to specific statuses (e.g., Draft, On Hold, Completed), require a short reason, and use soft delete so admins can restore from an audit log within a set window.
Prevent deletion if the request is active or billed. Update activity logs and notifications so the assigned team is informed.
