Add Hour Rounding & Minimum Block Settings for Tracked Hours

It would be helpful to have a setting that automatically rounds tracked hours, either up or down, based on configurable increments (e.g., 0.25 or 0.5 hours).

👉🏼 This would also include the option to set a minimum trackable block of time, so any tracked time is rounded according to the defined increment. For example, if someone tracks 0.35 hours, it would automatically round to 0.5 hours (if that's the chosen increment).

This would greatly help with standardizing billing and reporting.
