Failed-payment visibility & retry from dashboard

Improve handling of failed payments. Asks: clearly show in the invoice/dashboard when a failed payment is currently being retried by Stripe so admins know it's not stuck; and allow admins to manually re-try a failed payment directly from the dashboard.
